Biography of prof. dr. René Smits
Professor of Law of European Monetary Union at the University of Amsterdam
Prof. dr. René Smits is general counsel of the Legal Department of the Netherlands Competition Authority (NMA) in The Hague since 2001, giving legal advice to its governing board and departments. He was appointed chief Juridical Department of the NMA in 2001. Before that he held several positions at the central bank of the Netherlands and was legal advisor to its board from 1989 to 2001. He headed the Legal Department which gave legal advice on internal affairs as well as all other central-bank policies and issues, such as the preparation of EC banking regulations, legal questions concerning the IMF and legal work on EMU. His many legal writings include contributions on EC monetary law.
In January 2000 he was appointed part-time professor of the law of economic and monetary union at the University of Amsterdam. His inaugural address, entitled 'The European Central Bank in the European constitutional order', was published by Eleven Publishing in 2003.
René Smits is part-time professor at Queen Mary, University of London, member of the Committee on International Monetary Law of the International Law Association, member of the Scientific Committee of Euredia, European Banking and Financial Law Journal and of the Central Banking Publications’ Training Advisory Board.
Some of his most important publications are on European monetary law, supervising banks and institutional regulation within the system of European central banks, particularly his thesis 'The European Central Bank - Institutional Aspects (Kluwer Law International, The Hague/Lon-don/Boston, 1997/2000).
Professor Dr René Smits studied sociology and law at the Vrije Universiteit (Free University) in Amsterdam. Prof. Dr Smits is available for lectures that will cover the following topics:

I collaborated with René Smits for 6 years when he chaired and co-produced a seminar for legal experts from central banks (one of a range of a dozen annual seminars I helped to produce at Central Banking Publications). René's chairmanship was consistently rated as outstanding in feedback (average satisfaction scores of 9/10 or greater). When we did a multi-year analysis he was the overall second highest-rated speaker or chairmen over a five-year period out of more than 100 internationally-eminent chairmen and presenters. On a more statistically robust analysis I think he would have been the top rated.. He chairs meetings with energy and diplomacy (as well of course as deep expertise in the subject area) and went far beyond the call of duty to ensure delegates had a good experience. He is particularly skilled at bringing together disparate groups. I recommend him without hesitation as a meeting chairman.
